Some represent major cash infusions and tax breaks, while others include invaluable teams of professionals ready to remove barriers, quickly getting you up and running. Downtown Topeka will draw you in thanks to a blend of competitive incentives, but better yet, we’ve already done some of the legwork for you. Below are just a few resources that are in place to best support your project!

Tax Increment
Finance (TIF)
District

This special downtown tax district targets redevelopment areas from which future tax revenues are diverted to finance infrastructure improvements and/or development. Topeka’s unique approach to the downtown TIF district made headlines as an example of how we get creative when it comes to supporting your project. Rather than simply helping you through the process, we already did some of the work for you by ensuring the entire district is eligible for this incentive.

Neighborhood
Revitalization
Program

Tax rebates are provided to property owners making improvements that raise the appraised value of residential property by 10 percent or commercial property by 20 percent. The intent is to promote the rehabilitation, conservation, and redevelopment of downtown and various neighborhoods. Historic properties receive rebates up to 95 percent for 10 years, as well as intensive care neighborhoods and all “new” constructed infill housing.

District

The Capital Business Improvement District (BID) supports the growth of Downtown Topeka in a number of ways. From promoting the district through various marketing tools and special events to ensuring amenities are well maintained and security is a priority, our downtown district is well-cared for and ready to greet your customers and guests, or friends and family.

Program

The Downtown Topeka Redevelopment Incentive Grant Program is a financial incentive designed to encourage residential and commercial improvements of buildings for future use in the Capital City Business Improvement District.

Historic
District

The South Kansas Avenue Commercial Historic District encompasses a little more than nine core blocks of downtown. Listed on the National Register in 2015, the district includes over 100 properties featuring a century of architectural styles. More than 70 are listed within the National Register as “contributors” to the district. Properties in this area are eligible for additional state and federal historic preservation tax credits.

Opportunity Zone

This state incentive provides investors preferential tax treatment for capital gains invested in low income communities designated as Opportunity Zones. The program encourages long-term investment in economically distressed areas and promotes economic growth. Projects in Downtown Topeka qualify for this incentive.
